Background
Deba R. Mohanty is a Senior Fellow in Security Studies at the Observer Research Foundation (ORF), New Delhi. His areas of specialization include arms industry and trade, military modernization, higher defence management, national security, strategic culture and international relations.

He has been recipient of many fellowships abroad. He was a Visiting Fellow at the European Union Institute for Security Studies (EUISS), Paris, from September to December 2009. He was a Senior Visiting Fellow at the Department of Peace Studies, University of Bradford, UK (2006); a Ford Distinguished Visiting Fellow at the Bonn International Center for Conversion (BICC), Germany (2002-03), and a British Chevening Visiting Fellow at the Department of War Studies, King's College London (1995-96).

His writings on security studies have found place in prominent research publications, including Security & Society (University of Hamburg, Germany), Bulletin of Arms Control (London), Strategic Analysis (New Delhi) and Air Power (New Delhi). His chapter on "Arms Dynamics in South Asia" was recently published in an edited volume by Geoffrey Till and et al. by the Routledge Publishers, London. His other publications include an Occasional Paper titled "Arms Dynamic and Strategic Stability in South Asia" published by Department of Peace Studies, University of Bradford and monograph on "Changing Times? India's Defence Industry in the 21st Century" published by BICC.

His book titled "Arming the Indian Arsenal: Challenges & Policy Options", has recently been published by Rupa publishers, India.

He has lectured extensively in India and abroad on national and international security issues. He is a regular presenter at the Indian National Defence College (NDC), New Delhi and many such institutions around the world. He is a regular contributor to prominent Indian print and audio-visual media, including The Pioneer, the Indian Express, the Financial Express and the Economic Times, the Deccan Herald. He has been a columnist for Military Technology (Bonn, Germany) since 2002. He is quoted frequently in Defense News, Jane's, Military Technology and many specialized military magazines as well as news dailies around the world. He has also been associated with advisory positions with many multinational security risk firms. He is a member of FICCI's national defence committee.

Presently
He has undertaken a project on Indian defence industry, cumulative output of which will culminate in a book on the subject by mid-2007.
