Background
Dr P K Ghosh retired from the Indian Navy after 27 years of commissioned service. A graduate from the National Defence Academy, he has done his post graduation work in Political Science (specialized in International Relations) and later in Telecommunications. He has completed his Doctorate in International Relations.

Prior to joining the ORF as a Senior Fellow he has been in various think tanks. He has been a Research Fellow at the Institute for Defence Studies and Analyses (IDSA) for two tenures (2000- 2004) after which he was awarded the prestigious Prof. DS Kothari DRDO Chair (2004-05) at the USI (United Services Institution) for conducting research on Ballistic Missile Defence (BMD) He is the Founder Member of the National Maritime Foundation and was its Senior Fellow from inception till Dec 2008. He was the Senior Fellow at the Centre for Air Power Studies (CAPS) from Jan 2009 till Jan 2010.

Ghosh has had the rare privilege of Co Chairing two consecutive International study groups of CSCAP and is currently the lead Co Chairman of the CSCAP Study Group on Naval Enhancement

He was a Guest Professor at the Stockholm University (2005) and has lectured in many places including the SIPRI, Naval War College NWC (Karanjia), Royal National Defence College at Stockholm etc. He has published three edited books and more than forty five research articles in National/International Journals, chapters in books etc

Presently
Maritime capacity building in India as a Panacea against Transnational Crime in IOR.
