Background
Dr. Niranjan Sahoo is a public policy analyst with a strong grounding on grassroots issues. He has direct experience of handling diverse socio-economic and development projects apart from pursuing ?action-research' involving the third sector. At ORF, he has been specializing on diverse but interrelated policy issues concerning governance (local self government), service delivery (power sector, education, law and order), and social inclusion. Affirmative action, access and equity issues are some of his current concerns. His most recent research study which is under consideration for a major publication was on Exploring Affirmative Options Around the World. His last work Reservation Policy and its Implementation Across Domains in India (2009) was published by Academic Foundation. His monograph Politics of Power Sector Reforms in India was brought out by the Pentagon Press in 2007. This apart, he has written a number of articles in both referred and non-referred journals on subject of his specialization. He is a regular contributor to newspapers, web based discussion forums, blogs and current affairs journals.
His most recent distinction was a stint with the Faculty of Economics and Administration, University of Malaya, Kuala Lumpur as a Visiting ASIA Fellow (funded by Ford Foundation and Sir Ratan Tata Trust). As a part of ASIA Fellowship (Jan ?Sept' 2009), he undertook a major research study on Private Sector Participation in Affirmative Action in Malaysia: Lessons for India.
Prior to joining ORF, Dr. Sahoo held positions as Research Consultant and Associate Programme Manager at Centre for Youth and Social Development (CYSD), Bhubaneswar, Consultant to National Police Academy, Hyderabad, Visiting Fellow at Eklavya Foundation, Bhopal.
Dr. Sahoo holds Ph.D and M.A. degrees in Political Science from the University of Hyderabad, Andhra Pradesh. His doctoral dissertation was on Environmental Pollution and Judicial Activism.
Presently
Currently his focus is on Law and Order (police reforms) and Legal Architecture for India's Enforcement Agencies apart from his continuing interests on affirmative action and social exclusion issues.
