ORF INDIA CHINA CENTER , KOLKATA
Observer Research Foundation, a leading interdisciplinary public policy think tank, is setting up an India China Center(OICC) at Kolkata. OICC will be housed in a state-of-the-art multistoreyed facility of its own in New Town, Kolkata. OICC seeks to facilitate the development of a mutually beneficial relationship between India and China through research, informed policy recommendations, education, communication of cross-cultural perspectives and scholarly exchanges. It will view India and China in terms of bilateral relations and in terms of their unique position jointly in a fast changing global context. Efforts at the Center will focus on contemporary India and China and on business and trade, with an understanding of the historical, social and cultural contexts within which these develop. OICC will have a knowledge center, a learning center, a consulting center and a language lab.

Director
The Director, ORF India China Center, will have to act as a bridge between the academic and the corporate worlds. The candidate should be capable of interacting with policy makers at the highest levels. The candidate, with at least 15 years of experience and excellent communication skills, should have an established reputation as a China scholar or be someone who has demonstrated an ability to develop programmes beneficial to both India and China. Comfortable in the cultures of both India and China, the candidate must definitely have a working knowledge of Mandarin. The candidate must have shown qualities of leadership and institution building and have the ability to build partnerships and strategic alliances.

Knowledge Center Head
The candidate should have a minimum of 10 years of work experience in a modern library or knowledge facility working with information in multiple formats (visual, audio, electronic data bases, Internet, and print). The candidate should be capable of developing appropriate cataloguing systems across multiple information formats. The candidate will also be responsible for the identification, acquisition and implementation of relevant databases. Experience in running a KPO (knowledge process outsourcing) unit will be considered relevant, as long as the capabilities identified above are available. The candidate should be knowledgeable about South Asia and/or South East Asia and China. Knowledge of Mandarin will be considered an advantage.

Knowledge Center Assistant
The candidate should have a master’s degree in library science or in some aspect of information technology, with knowledge of library software. Knowledge of Mandarin will be considered an advantage. The role of the assistant will be to categorize information in multiple formats, search for information on the Internet, provide summaries of queries based on in-house data and assist in the development of the knowledge center.
Salaries will be competitive and comparable with the best in academic/research institutions in India. Pending construction of the OICC facility in Kolkata, the OICC staff will be located in temporary premises or ORF offices in Delhi, Mumbai and Chennai, should it be convenient for the selected candidates.

The number of positions available at each level is flexible. Salaries will be competitive and comparable with the best in academic/research institutions in India. Persons selected for appointment will have the flexibility of locating in New Delhi, Mumbai, Chennai, Ahmedabad, Bangalore and Kolkata. ORF is open to fulltime, parttime or project-based engagement. Overseas candidates, unable to relocate, may also apply for an appropriate engagement.
Essential qualification for all positions is the capacity to independently conceive, design and execute interdisciplinary research projects that meet the test of scholarly excellence and public policy relevance. Selfstarting, high energy, computer literate candidates with excellent written and oral communication skills need only apply.
The desirable minimum qualifications for the various levels are:
- Senior Fellow: PhD with 10 years of research experience
- Fellow: PhD with 5 years of research experience
- Associate Fellow: PhD
- Junior Fellow: MPhil/Doctoral student
- Research Assistant: MA
For the healthcare programme, the Research Fellow must have a PhD in the economics of healthcare and upto five years experience of working in healthcare. The Research Assistant must have a Master’s degree in economics/statistics/sociology with an interest in healthcare. Proficiency in the use of statistical packages is essential. Ability to handle large quantities of empirical data and supervise survey research is desirable.
Academics in teaching institutions/universities, in India or overseas, desirous of pursuing a sabbatical, are also encouraged to respond.
Policy research oriented candidates, in the private sector, including the media, or the public sector, including the government, even without the above-mentioned qualifications, may also apply. ORF is open to lien-based engagements with public sector/government personnel.
